I have exactly the same problem.
My bike is a Ducati Multistrada 1200, year 2011, ECU MELCO 021.

Yesterday I registered the ECU and downloaded the cle.lic licence file, but the file is 0 KB.
When I try to register again, the website says that the ECU/serial number is already registered ...
