i still have a doubt about your elm cause it's an v1.5 , a lot have missing some inportant set of commands
when i check other diavel 2016 i see more data you don't catch

the elm looks ok

this is the registration link , the same as your browser is opening when you press register button

so what is saying the internet page when you submit your form ?

once you press get lic button , it try to open the registration webpage , and that's a problem if you 'are off internet
but
it also copy the full web link in the clipboard
in your case you can paste the link in a text file , tput it on a usb disk , then open it from a computer with the internet access

can you post the debug report ?

the software 10SW cannot be reset at the moment
but you shall be able to read /delete DTC
do not scan for ecu ,click directly on dtc button 1st
if still nothing , scan for dtc , hopping your elm is able to switch between each of them , you click on result ex : 7e3 , then dtc button to access this ...
