unplug / replug battery , and try again it should works on the m696
if still not ok , try m3c9 and let me know the result

sry for disinformation, maybe i have cabel issue or smth like this, here is my report. I am using elm 327 1.5, ft232rl chip. im already tried different drivers for cabel, different programms (melcodiag, m3c9, jpdiag doesnt work), diff com port and com speed
