ECU is already registered

Hello,
I applied for a free license through the software and I got a message that this ECU is already registered and that I should contact you if I lost the file.. Since I bought a used motorcycle, the previous owner was probably registered. I've been waiting for two weeks and I haven't received a license.
Any advice?
